Thailand Operations Hub (THOH) is a UNOPS business unit under the UNOPS Asia Regional Office and it was established to better support, develop and oversee the UNOPS portfolio of projects in South East Asia and the Pacific.
The Hub comprises three main portfolios –THOH Thailand, THOH Indonesia and THOH Pacific and provides a wide range of services including Project Management, Transactional HR, Financial, and Procurement to clients that include other UN entities, INGOs and governments/government agencies donors.
 
Badan Restorasi Gambut Results Enabling Facility (BRG REF)
Seasonal peatland fires are now compromising Indonesia’s economic and social development by creating considerable threats to health, the environment, and the economy. In 2015 peat fires and their related haze resulted in the hospitalization of more than half a million people due to acute respiratory infections. These fires that raged through 2.6 million hectares of forest and peatland areas in the islands of Kalimantan and Sumatra released 1.6 Gts of CO2e, surpassing the annual CO2 emissions of advanced industrialized nations such as Germany, France, and others. Direct and indirect damages cost the Indonesian national economy an estimated USD 16 billion, about 2% of its annual GDP.
In recognition of the importance of peatlands for climate change mitigation, the Government of Indonesia through Presidential Regulation No 1/2016 constituted the Peatland Restoration Agency (BRG). BRG has an important mandate: prevent forest fires, especially in peatland areas, as well as restore 2 million hectares of peatlands devastated by forest and land fires. The Agency identified 7 target provinces for peatland restoration and fire prevention activities in Riau, Jambi, South Sumatra, West Kalimantan, Central Kalimantan, South Kalimantan and Papua.
Since its establishment in 2016, Norway has been supporting BRG, as current support to the BRG by the Norwegian Government falls within the wider partnership between Norway and Indonesia established in 2010 through the Letter of Intent (LOI) to reduce emissions from deforestation and land degradation of forests and peatlands . The support is part of an international climate mitigation initiative (UNFCCC) supported programme that uses international aid to counter forest degradation in various parts of the world, and this is one of the largest ever contribution made to reduce deforestation.
In the framework of this background, Norway and BRG have asked UNOPS to develop a flexible multiyear administrative support mechanism for managing Norway’s financial support to BRG through the establishment of the BRG Results Enabling Facility (BRG REF). The mechanism has within its scope a back-office management component and a service, procurement, grants management and a delivery component.

In the context of the BRG-REF, UNOPS is hiring for the position of Provincial Field Assistant based in South Kalimantan.
 
Functional Responsibilities
 
Under the general guidance of Deputy of Education, Socialization, Participation and Partnership of BRG (Deputy 3) and under the management of the UNOPS Head of Implementation Support Unit (ISU), the incumbent is responsible for the following activities:
 
Duties and Responsibilities
  • Work closely with Deputy 3, in particular with Head of Sub-Working Group of Peat Villages Participation to support the implementation of DPG Program in South Kalimantan.
  • Coordinate with village facilitators to support implementation of DPG Program.
  • Assist in acceleration of program outputs in every village by assisting village facilitators to accomplish their target outputs.
  • Communicate with local government and other stakeholders at field level to build cooperation and thereby support DPG program.
  • Assist in monitoring the implementation of DPG activities.
  • Report regularly to BRG that consist of monthly report of activities and a quarterly monitoring report on outputs and outcomes of project.
 
Education/Experience/Language requirements
 
Education:
 
  • High School Diploma in Social Science or related field with minimum of four (4) years of work experience in program implementation / project management support or related field.
  • Bachelor’s degree in Social Sciences, Environmental and Natural Resources Management or in related field with some relevant experience may be considered.
Experience:
  • Minimum of four (4) years of work experience in program implementation / project management support or related field in combination with a high school diploma.
  • Experience in project related to community development is an asset;
  • Experience in facilitating multi stakeholder forum and/or have good networks with local government is preferred;
  • Experience in project related to peatland restoration is preferred;
  • Have good digital competence (MS Office) is an advantage.
Language:
  • Intermediate in English language and fluency in Indonesian language is required. Indonesian language includes "Bahasa"
 
Contract Type, Level and Duration
 
Contract type: Local Individual contractor Agreement (LICA)
Contract level: ICS-4 (LICA-4)
Contract duration: Eight (8) months with possibility of extension.
This position is based in family duty station.

Tugas-Tugas Fungsional 
 
Di bawah panduan umum Deputi Edukasi, Sosialisasi, Partisipasi dan Kemitraan (Deputi 3), BRG dan manajemen Kepala Unit Dukungan Pelaksanaan/Implementation Support Unit (ISU) UNOPS, kandidat akan bertanggung jawab terhadap:
 
Tugas dan Tanggung Jawab
  • Bekerja sama dengan Deputi 3, khususnya dengan Kepala Sub-Kelompok Kerja Partisipasi Desa Gambut untuk mendukung pelaksanaan Program DPG di Kalimantan Selatan.
  • Berkoordinasi dengan fasilitator desa untuk mendukung pelaksanaan Program DPG.
  • Membantu percepatan output program di setiap desa dengan membantu fasilitator desa untuk mencapai target output mereka.
  • Berkomunikasi dengan pemerintah daerah dan pemangku kepentingan lain di tingkat lapangan untuk membangun kerja sama dan dengan demikian mendukung program DPG.
  • Membantu memantau pelaksanaan kegiatan DPG.
  • Melaporkan secara teratur ke BRG yang terdiri dari laporan kegiatan bulanan dan laporan pemantauan triwulanan tentang keluaran dan hasil proyek.
 
Persyaratan Pendidikan/ Pengalaman/ Bahasa
 
Pendidikan:
  • Lulus SMU di bidang Ilmu Sosial atau bidang terkait lainnya dengan minimum empat (4) tahun pengalaman di bidang implementasi program / dukungan manajemen proyek atau bidang terkait lainnya.
  • Memiliki gelar Sarjana di bidang Ilmu Sosial, Lingkungan dan Manajemen Sumber Daya Alam atau bidang terkait lainnya dengan beberapa pengalaman yang relevan.
Pengalaman:
  • Minimum empat (4) tahun pengalaman di implementasi program / dukungan manajemen proyek atau bidang terkait lainnya dikombinasikan dengan ijazah SMA.
  • Pengalaman dalam proyek yang terkait dengan pengembangan masyarakat adalah aset;
  • Pengalaman dalam memfasilitasi multi stakeholder forum dan / atau memiliki jaringan yang baik dengan pemerintah daerah lebih disukai;
  • Pengalaman dalam proyek yang terkait dengan restorasi lahan gambut lebih disukai;
  • Memiliki kompetensi digital (MS Office) yang baik adalah keuntungan.
Bahasa:
  • Wajib memiliki kemampuan Bahasa Inggris tingkat menengah dan fasih berbahasa Indonesia.
