Position Title: Programme Assistant (AVRR Counselling)
Duty Station: Bogor, Tangerang, Medan (2 positions), Makassar (2 positions) , Tj Pinang            
Organization Unit: Migrant Assistance
Classification: General Service Staff, Grade G-5
Type of Appointment : One Year Fixed Term, with possibility of extension (the first six months shall be considered as probation period):

II. Context:
Under direct supervision of National Programme Coordinator, with overall supervision of Programme Coordinators in their respective Region Office, and technical supervision of Senior Operations Officer in Jakarta, the incumbent(s) will be responsible for providing counselling services for migrants in Indonesia, including migrants under IOM Care, with a particular focus on Assisted Voluntary Return and Reintegration (AVRR).  
III. Core Functions / Responsibilities:
  • Assist the Programme Coordinator in planning, organizing and delivering the AVRR counselling service to migrants in Indonesia.
  • Assist the Programme Coordinator in implementing tailored interventions for individual cases seeking AVRR information, counselling support, and return
  • Visit, provide briefings to, and counsel migrants in appointed accommodation areas in relation to AVRR and what it entails for migrants throughout the process.
  • Be updated on internal IOM rules and procedures related to day-to-day care of migrants as well as IOM assisted voluntary return and reintegration programmes.
  • Organize and conduct regular meeting, Q/A, individual and group session as necessary.
  • Coordinate and liaise with relevant IOM operations staff in field and country office in Jakarta.
  • Coordinate and liaise with Migration Health Unit in field office related with the Medical and Mental Health concerns of AVRR migrants.
  • Ensure activities and interaction with migrants are in line with IOM Principles for Humanitarian Action.
  • Provide monthly statistics and relevant reports as required on AVRR.
  • Perform other duties as may be assigned
IV. Required Qualifications and Experience
  • University degree from an accredited academic institution, preferably in psychology, Social science, counselling, management or Economic  with minimum 3 (three)  years relevant work experience in any of these fields, particularly in dealing with migrants, or;
  • Completed High School degree with at least 5 (five) years in relevant work experience.
  • Has experience in project implementation and operational.
  • Direct work experience in social work, have worked in settings with protection issues
  • Experience in working with irregular migrants; trafficked persons; general counselling and networking
  • Excellent understanding and application of ethical practices within the disciplines and a good understanding of rights based approaches
  • Good interpersonal skills, high loyalty, ability to work in a multicultural environment and good working in team
  • Experience in provision of community based training activities.
  • Proven ability and experience in liaising with UN, Government Departments/Authorities and other international organizations;
  • Proficient in computer applications: Ms-Office
  • Proficient in English and Bahasa Indonesia, both oral and written.

  • To assist States in the development and delivery of programmes, studies and technical expertise on combating migrant smuggling and trafficking in persons, in particular women and children, in a manner consistent with international law.
