In 2014 we took the decision, in consultation with major shareholders, to move towards sustainability. A key part of this financing model is the addition of production assets which generate cash flow to fund exploration and appraisal activity. Ophir is listed on the London Stock Exchange with a market capitalisation of c. US$1.5 million. It is an African - Asian focused independent upstream oil and gas company with licences in Equatorial Guinea, Tanzania, Kenya, Gabon, Seychelles and Myanmar. In 2014 Ophir agreed to acquire seven deep-water exploration licences in Eastern Indonesia. Ophir is headquartered in London.
Ophir has interests in 12 PSCs in Indonesia. These include the Kerendan gas field development and two adjacent exploration licences, North East Bangkanai and West Bangkanai in onshore Kalimantan; four exploration licences in the Makassar Strait and four deepwater exploration licences in Eastern Indonesia.
The Kerendan gas field contains around 280 Bcf and in 2014 the West Kerendan well discovered a further 310 Bcf. The first phase of the project will commericalise 120 Bcf through a Gas Sales Agreement with PLN (Indonesian National Power Company). This will see 20 MMscfd produced into a 155 MW power plant PLN is building 3 km from the field. The power plant has the potential to be expanded by 2020 which could increase demand from the Kerendan field to around 70 MMscfd. The North East and West Bangkanai PSCs, as well as the Bangkanai PSC (within which the Kerendan field is located), contain analogue structures. Ophir will complete seismic surveys over these in the coming years ahead of possible future exploration drilling.
In Eastern Indonesia Ophir has four deepwater licences, West Papua IV, Aru, Halmahera-Kofiau and Kofiau. Multiple leads and prospects have been identified which are a mixture of clastic and carbonate play types in both proven and frontier basins. The West Papua area (West Papua IV and Aru PSCs) is frontier and potentially high impact, primarily prospective for oil within a carbonate play where reservoir quality has been partially derisked by drilling to date. The Western Birds Head Area, prospective for both oil and gas in carbonate and clastic plays, has been de-risked by existing discoveries on the Kofiau PSC.The focus in 2016 will be to re-interpret existing 3D seismic data and commission new 3D surveys on several blocks with drilling campaigns likely to start in 2017.

Job Purpose:
Oversee the day to day operations of HSE department, including budgeting, and contribute to the implementation of effective Operations Management System (OMS).
Key Objective:
Advocate, influence and promote implementation of Ophir HSE Policy and Operations Management System (OMS) procedures in order to:
  • foster organisation HSE Culture;
  • achieve Operations HSE Leading & Lagging Indicators; and
  • comply with applicable Indonesian HSE regulatory requirements.
Position Responsibilities:
  • Manage Ophir Indonesia HSE staff and budget
  • Work directly with Ophir Indonesia Leadership Team to facilitate determination and tracking of Operations HSE Leading and Lagging Indicators
  • Assist Asset Manager in developing and maintaining Ophir Indonesia risk register and ensuring that HSE and risks are recognised and appropriately addressed in the Asset Development Plan
  • Provide advice and counsel on HSE issues to management, employees and contractors.  Ensure appropriate integration of HSE issues in business decision-making.
  • Ensure full implementation and continual improvement of HSE aspects in the Operations Management System; provide oversight and coordination for HSE issues in production and projects
  • Establish and facilitate a process to ensure on-going compliance with Operations HSE legislation and regulations as well as relevant permit requirements in Indonesia.  Provide HSE compliance guidance to production and projects.
  • Work with production and projects to manage the process to obtain and maintain required governmental approvals, EIAs, etc.
  • Working with production team: establish and maintain all required Indonesia HSE procedures and guidance required by the OMS, including Control of Work, Safe Work Practices, Contractor HSE Management, etc. Maintain consistency with projects.
  • Set up and maintain systems for regular management review and monitoring of HSE performance in Indonesia
  • Report on HSE trends and statistics
  • Establish and oversee a regular program of field reviews and audits to ensure on-going HSE legal and regulatory compliance as well as conformance with company expectations
  • Participate in operations and projects Risk Assessment activities (include but are not limited to HAZID, HAZOP etc.).  Serve as HSE functional review in MoC-Facilities process.
  • Manage and participate in incident investigations to determine root cause and corrective actions to be taken
  • Oversee emergency preparedness and response activities across production, projects and facilities in Indonesia
  • Provide input on HSE training and competencies needed for all members of the workforce
  • Coach, mentor and develop direct functional reports. Engage with Asset Manager, Country Manager, Production Manager and Project Manager(s) to obtain appropriate feedback.
  • Other duties as assigned
Education/ Qualifications:
  • Master Degree in HSE/Petroleum/Chemical Engineering
  • In possession of NEBOSH/CSP Certification
  • Indonesian HSE related Laws and Regulations
  • International HSE related Technical Standard
  • Understand Oil and Gas Upstream to Downstream operations
  • Risk Assessment Method and Technique
  • HSE Leadership Skill
  • IMO Level 3 certification for Oil Spill Contingency Planning
  • Familiar with SKK Migas Work Program and Budgeting Procedures
  • Experience and familiar with HSEMS (HSE Management System) implementation and HSE in Operation/Production/Project in Oil and Gas Company.
  • Excellent English both written and verbal
  • Computer skills with particular emphasis on MS Outlook, Word, and Excel.

Special Working Conditions:
