Thailand Operations Hub (THOH) is a UNOPS business unit under the UNOPS Asia Regional Office and it was established to better support, develop and oversee the UNOPS portfolio of projects in South East Asia and the Pacific.
The Hub comprises three main portfolios –THOH Thailand, THOH Indonesia and THOH Pacific and provides a wide range of services including Project Management, Transactional HR, Financial, and Procurement to clients that include other UN entities, INGOs and governments/government agencies donors.
 
Badan Restorasi Gambut Results Enabling Facility (BRG REF)
Seasonal peatland fires are now compromising Indonesia’s economic and social development by creating considerable threats to health, the environment, and the economy. In 2015 peat fires and their related haze resulted in the hospitalization of more than half a million people due to acute respiratory infections. These fires that raged through 2.6 million hectares of forest and peatland areas in the islands of Kalimantan and Sumatra released 1.6 Gts of CO2e, surpassing the annual CO2 emissions of advanced industrialized nations such as Germany, France, and others. Direct and indirect damages cost the Indonesian national economy an estimated USD 16 billion, about 2% of its annual GDP.
In recognition of the importance of peatlands for climate change mitigation, the Government of Indonesia through Presidential Regulation No 1/2016 constituted the Peatland Restoration Agency (BRG). BRG has an important mandate: prevent forest fires, especially in peatland areas, as well as restore 2 million hectares of peatlands devastated by forest and land fires. The Agency identified 7 target provinces for peatland restoration and fire prevention activities in Riau, Jambi, South Sumatra, West Kalimantan, Central Kalimantan, South Kalimantan and Papua.
Since its establishment in 2016, Norway has been supporting BRG, as current support to the BRG by the Norwegian Government falls within the wider partnership between Norway and Indonesia established in 2010 through the Letter of Intent (LOI) to reduce emissions from deforestation and land degradation of forests and peatlands . The support is part of an international climate mitigation initiative (UNFCCC) supported programme that uses international aid to counter forest degradation in various parts of the world, and this is one of the largest ever contribution made to reduce deforestation.
In the framework of this background, Norway and BRG have asked UNOPS to develop a flexible multiyear administrative support mechanism for managing Norway’s financial support to BRG through the establishment of the BRG Results Enabling Facility (BRG REF). The mechanism has within its scope a back-office management component and a service, procurement, grants management and a delivery component.

In the context of the BRG-REF, UNOPS is hiring for the position of Technical Assistant - Fishery (Retainer)
 
Duties and Responsibilities
 
Under the general guidance of Deputy Head for Construction, Operation, and Maintenance of the BRG and under the management of the UNOPS Head of ISU, the incumbent is responsible for:
 
  • Support Deputy Head for Construction, Operation, and Maintenance to gather supporting information to develop a technical guidance documents on fishery on peatland
  • Collect data and information on work progress of fishery activities carried out by the community group.
  • Disseminate information or guidelines on fishery activities at community level;
  • In consultation with Deputy Head for Construction, Operation, and Maintenance, establish good communication and network with relevant community groups and encourage them to undergo sustainable fishery activities in line with BRG directives.
  • Act as a communication hub/bridge between the community group and BRG
  • Gather facts and information on potential fishery activities in working area and report to BRG authorities.
  • Submit field activity progress reports on fishery activities implemented at field level to BRG.
 
Education/Experience/Language Requirements
 
Education:
 
  • Secondary education or high school diploma with specialization in Fishery or other closely related field with minimum of four (4) years of work experience.
  • First university degree (Bachelor's degree or equivalent) in Fishery or related field is preferred with some relevant experience may compensate for some of the required years of experience.
  • Completion of secondary school and 50% reduced years of experience may be considered for qualified female applicants
 
Experience:
  • Minimum of two (2) years of work experience in Fishery or other closely related field in combination with a high school diploma
  • Has experience in assisting a project in the field of fishery/aquaculture or related fields.
  • Has experience in data and / or information gathering and activity reporting.
  • Has knowledge and experience on capacity buildings on fishery/aquaculture is an advantage.
  • Has experience in working with communities, preferably from BRG 7 priority provinces (Riau, Jambi, South Sumatera, West Kalimantan, Central Kalimantan, South Kalimantan, Papua).
  • Able to work under high-pressure working environment.
  • Has excellent communication skills.
  • Experience in the usage of computers and MS Office.
 
 
Language:
  • Intermediate in English language and fluency in Indonesian language is required. Indonesian language includes "Bahasa".

Tugas dan Tanggung Jawab
 
Menurut panduan umum Deputi Konstruksi, Operasi dan Pemeliharaan BRG dan manajemen Kepala Unit Dukungan Pelaksanaan/Implementation Support Unit (ISU) UNOPS, kandidat akan bertanggung jawab terhadap:
 
  • Mendukung Deputi Konstruksi, Operasi dan Pemeliharaan BRG untuk mengumpulkan informasi pendukung untuk mengembangkan dokumen panduan teknis tentang perikanan di lahan gambut
  • Mengumpulkan data dan informasi tentang perkembangan pekerjaan perikanan yang dilakukan oleh kelompok masyarakat.
  • Menyebarluaskan informasi atau panduan tentang kegiatan perikanan di tingkat masyarakat;
  • Melakukan konsultasi dengan Deputi II dalam membangun komunikasi dan jaringan yang baik dengan kelompok masyarakat yang relevan dan mendorong kelompok masyarakat untuk menjalani kegiatan perikanan sesuai dengan arahan BRG
  • Bertindak sebagai penghubung komunikasi antara kelompok masyarakat dan BRG
  • Mengumpulkan informasi-informasi tentang potensi kegiatan perikanan di wilayah kerja dan melaporkan kepada BRG
  • Mengumpulkan laporan perkembangan kegiatan lapangan terkait kegiatan perikanan yang dilaksanakan di tingkat lapangan kepada BRG.
 
 
Pendidikan/ Pengalaman/ Persyaratan Bahasa
 
Pendidikan:
 
  • Minimal pendidikan SMA/SMK di bidang perikanan atau bidang terkait lainnya dengan minimal empat (4) tahun pengalaman kerja
  • Diutamakan Sarjana (S1) atau setara di bidang perikanan/akuakultur dengan beberapa tahun pengalaman yang relevan.
  • Pelamar wanita yang memenuhi kualifikasi dan telah menyelesaikan pendidikan di sekolah menengah dapat dipertimbangkan untuk pengurangan 50% dari persyaratan tahun pengalaman kerja.
 
Pengalaman:
 
  • Minimum dua (2) tahun pengalaman kerja di bidang perikanan atau bidang terkait lainnya dengan ijazah SMA/SMK atau diploma
  • Memiliki pengalaman dalam membantu proyek di bidang perikanan/akuakultur atau bidang terkait
  •  
  • Memiliki pengalaman dalam pengumpulan data/informasi dan pelaporan kegiatan
  • Memiliki pengetahuan dan pengalaman tentang pengembangan kapasitas dalam bidang perikanan/akuakultur
  • Memiliki pengalaman dalam bekerja dengan masyarakat, lebih diutamakan dari 7 Provinsi Prioritas BRG (Riau, Jambi, Sumatera Selatan, Kalimantan Barat, Kalimantan Tengah, Kalimantan Selatan, Papua).
  • Mampu untuk bekerja di bawah lingkungan kerja dengan tekanan tinggi
  • Memiliki keterampilan komunikasi yang baik
